Extremely loud and incredibly close

Okay, so this person, place, or thing isn't extremely loud after all--I just wanted to use a movie title in my blog post. Try to guess what this is!

    At first I was thinking of a car cigarette lighter, but after looking at it for a few more seconds, I'm going to guess it is somebody's eye-ball zoomed in on the pupil.
