The eye follows the bubbles as they rise up from the figure's head. The goes from bottom to top and it creates a flow in the image. The bubbles also go from smaller to larger drawing the eye to the large bubble.
Similarity
The bubbles are all of similar shapes so they are perceived as belonging together. The stark contrast between the black and white draws the eye to the group of bubbles.
